Stephen Luparello was Managing Director and General Counsel for Citadel Securities from 2017 until he retired in 2022. Before his time at Citadel Securities, Mr. Luparello was the Director of the U.S. Securities and Exchange Commission’s (SEC) Division of Trading & Markets, the SEC policy division responsible for secondary markets and intermediaries, from 2014 to 2017.  Prior to that role, he was a partner at WilmerHale, specializing in broker-dealer compliance and regulation, securities litigation, and enforcement. Mr. Luparello joined WilmerHale after 16 years at the Financial Industry Regulatory Authority (FINRA) and its predecessor, the National Association of Securities Dealers (NASD) where he served in a number of senior regulatory roles, ending as Vice Chairman of FINRA. As FINRA’s Vice Chairman, Mr. Luparello was responsible for its examination, enforcement, market regulation, international, and disclosure programs.  From 1994 to 1996, Mr. Luparello served as Chief of Staff to then-CFTC Chairman Mary Schapiro. Prior to that, he worked at the SEC in the Division of Market Regulation, now the Division of Trading and Markets.

Mr. Luparello has served on the board of The Depository Trust and Clearing Corporation. He received his law degree from Washington & Lee University and his B.A. from LeMoyne College. 

Mr. Luparello is a Public Director on OCC’s Board of Directors and serves on the Compensation and Performance Committee (Chair) and the Regulatory Committee (Chair).
